All that started with John Byrne in the mid-80s. Before then, most of the DC artists (especially Curt Swan, who worked on the Superman titles for decades) drew Superman as well-built but not as a ridiculous bodybuilder. Byrne decided that since Superman was the strongest Superhero he had to have the most imposing physqiue, and so Clark Kent wound up looking ridiculously overmuscled.
